Traffic lights change at intersection By Caitlin Miles TRAFFIC LIGHTS at the controversial St Andrews Hill intersection will be reprogrammed to try and ease confusion for motorists. The left arrow light at the Main Rd traffic lights will be reprogrammed to allow for vehicles wanting to turn right off St Andrews Hill Rd onto Bridle Path Rd a better chance to get across a lane.

Heathcote Ward city councillor Sara Templeton said: “This will allow St Andrews Hill to clear without worrying about unseen traffic coming around the corner.” Lights on Main and Bridle Path Rds will communicate and allow traffic to flow better. Residents in the area have complained about the layout and design of the intersection suggesting that it would not work even before it was built.

Three options were presented for public consultation last year – 640 submissions were received. Option one proposed to leave the intersection as is, option two would see new traffic signals on St Andrews Hill Rd and new pre-signals on Bridle Path Rd and option three is to ban right turns from Bridle Path Rd onto Main Rd. None of these options were given the green light by Linwood-Central-Heathcote

Community Board. They have decided to change the light phasing which will be trialled for three months. Goodall pays visit to Sumner School Sumner School pupils, Ben Isles, Lucy Rule and Benji Ward got to share their environmentallyfriendly ideas with worldrenowned environmentalist Dr Jane Goodall. Bay Harbour News has pushed for improvements to the St Andrews Hill/Main/Bridle Path Rds intersection since residents came to us many moons ago with well thought out concerns. How correct they were. The problem was city council staff didn’t listen. But now we just might have a solution, which you can read about on page 1. In sport Dylan Nel (page 19) continues his great form in senior rugby. The South African-born player scored two tries on Saturday to keep him at the top of the try-scoring table in the metro competition. News Dirty tunnel draws criticism By Caitlin Miles THE CLEANLINESS of the Lyttelton Tunnel is in the spotlight. Lyttelton Community Association chairman Ken Maynard said the state of the tunnel has “been a problem for a while.” “There are black streaks down the walls. It needs a general spring clean,” Mr Maynard said. New Zealand Ken Transport Agency Maynard is in charge of the tunnel’s maintenance – it receives about one complaint every month. NZTA maintenance contract manager Barry Stratton said since the February 22, 2011, earthquake things had got worse. “There are a number of reasons why the tunnel is currently, and since the earthquakes, a much dirtier environment than it used to be,” Mr Stratton said. After the tunnel was reopened following the earthquake, up to eight tonnes of dirt and dust was cleared from the tunnel every month. As a result, last year NZTA made the Covered Loads bylaw

In Brief SKATE PARK WORKSHOP A permanent skate park is one step closer to finding a home in the Sumner/Ferrymead areas. A community workshop will be held at 6pm on July 24 at the Redcliffs Mt Pleasant Bowling Club to get input into what is important in a site. While locations were identified in 2009, the city council decided to look again due to the changes the February 22, 2011, earthquake made on land. Once sites are identified the Linwood-CentralHeathcote Community Board, would then consider the options – prior to being put out for public consultation.

Since then the most recent dust count has more than halved. “The bylaw does not capture dirt on other parts of trucks for example, the wheels, but it has had a noticeable and useful effect,” he said. However, Mr Maynard said he didn’t think the bylaw had much of an impact as it was still covered in dirt.

He said it was not appealing to tourists either. “If you’re a tourist and your first view of Lyttelton is the tunnel it is not a good look,” he said. The tunnel walls are washed every three weeks, but Mr Maynard said he thinks it needs to be done more often. The most recent clean was carried out last Thursday, but it was not completed due to a machinery malfunction. The remainder of the work will

News Redcliffs architect behind Linwood redesign By Bridget Rutherford A REDCLIFFS architect will lead the redesign of Linwood College. Architectus director Carsten Auer will be the project manager in the school’s full redevelopment and rebuild. His previous work includes Lyttelton Primary School’s master plan, the city’s Innovation Precinct spatial framework, St Cuthbert’s College performing arts centre and Auckland Grammar School’s sports complex. Mr Auer said schools were more than places to learn – they helped shape the identity of the community. So any design had to reflect that and the values and culture of the community. “This project is special not only for its scale, but in particular for the strong pedagogical vision developed by the college and the leadership role it is looking to undertake in the revitalisation of the eastern suburbs of Christchurch.” He said the project was personal for him as he lived in Redcliffs, which was part of Linwood’s catchment, and he wanted to contribute to shaping the future of the school. “I believe the current college

News Governors Bay speed solution sought By Caitlin Miles SOLUTIONS TO the issue of motorists speeding in Governors Bay may soon be on the horizon. Governors Bay residents met with Deputy Mayor Andrew Turner to discuss the issues and potential solutions to stop boy racers and other drivers speeding through the area. For several years, Rosie Belton has been campaigning for something to be done and has been reassured action will happen, following the meeting with Cr Turner. Cr Turner said he has been in discussions with city council staff around the options of larger speed signs and slowing down the entry speed into the area from 100km/h to 70km/h. “Governors Bay is definitely on the radar,” Cr Turner said. Ms Belton said while it was a step in the right direction she would like to see the options ‘presented in writing’ so she could be a bit more relaxed something would happen. “We know it is in the city coun-

Linwood-Central-Heathcote Community Board members were split on the issue of making four ‘residents only’ car parks below number 11 Clifton Tce. The issue was raised by residents who expressed concern over difficultly finding parks on the narrow stretch of road. When the city council suggested making current free parks into ‘residents only’ and putting a yearly fee on them, it was met with mixed reviews from residents. Ten residents responded, with five submitters against the proposal and five supporting the idea. The community board previously decided to hold off on making a decision until it could go to the site. City council staff recom-

mended ‘parking ticks’ be put in, to outline where the parks are but not to make them ‘resident only’. However, it would make it easier in the future to make the parking residents only if the issue was raised again. The community board was split on the issue, three supported the staff recommendations, three were against and two declared a conflict of interest. As a result the current parking will remain the same, unmarked and free. Heathcote Ward city councillor Sara Templeton said it was a difficult to make a decision given the community’s initial split reaction to the plan.

Seafarers ask for port levy

By Caitlin Miles PUTTING A levy on ships coming into Lyttelton Harbour to help fund the Lyttelton Seafarers’ Centre is unlikely. The currently underfunded Seafarers Charitable Trust wants the Lyttelton Port of Christchurch to put a levy on incoming ships with the money going to the centre, which is run by the trust, so it can continue to operate. The centre serves seafarers away from home with shore-based welfare facilities when they travel to Lyttelton. It is open Peter Davie every night from 7-10pm and offers internet, free food and beverages and somewhere warm for seafarers to stay while they are in Lyttelton. It is run by Christine volunteers. Wilson Due to a lack of funding the trust is unable to provide sufficient services as required under the Maritime Labour Convention recently signed by New Zealand. This is why the trust is looking at

It has been operating out of temporary facilities since 2015 and wants a more permanent base as well. other funding options – including asking for a levy. However, Lyttelton Port of Christchurch chief executive Peter Davie indicated they would not levy ships. “The Lyttelton Seafarers Centre is a facility for those who want to use it and is not a Lyttelton Port service. LPC currently provides sponsorship to the Centre. The largest ports in the North and South Islands do not have a port levy on ships which is given to agencies to provide welfare facilities for visiting seamen,” Mr Davie said. Banks Peninsula Community

Board chairwoman Christine Wilson said the community board has a “responsibility” to provide for the men and women coming into Lyttelton to be able to provide them a way of contacting their families. The centre has been operating out of a temporary building at 18 Norwich Quay since 2015, after having lost its previous building in the earthquakes. City council staff are working on a report to be presented to the community board about what other options the centre has for funding and finding a more permanent base.

BEING TURNED down by a publisher didn’t stop Redcliffs author Chris Llewelyn from making his latest book available to children and parents. Mr Llewelyn said the book, The Railway Bogie, is based on a story he was told about 17 years ago when he was living in London. It’s a story about a sick boy named Tom on the London tube train. Mr Llewelyn presented the book to publishers, but said while they enjoyed the story, they wouldn’t publish it. He has previously written children’s books including How does the giraffe get to work and A seagull called Moose. While he doesn’t have any children of his own to test the story on, he shared it with his friends and their children. He said they loved it so he decided to try and crowdfund to get the $3000 needed to print the book. He put his cause on PledgeMe and was surprised by the amount of support he got from friends as well as total strangers. “It was even more amazing

New rules planned for boat berths CITY COUNCIL-owned jetties and marinas in Banks Peninsula will fall under a new bylaw – if it is approved. The Marine and River Facilities Bylaw, which was put into place in 2008, has been reviewed and a new one is proposed to replace it. The purpose of the proposed replacement bylaw is to facilitate the fair and safe use of, and access to, city council marine, river and lake facilities, and to protect them from damage. Time limits could be put on mooring vessels at Akaroa, Daly’s, Wainui and Diamond Harbour wharves. The bylaw will also regulate activities that may occur on, near or around the facilities; aim to balance recreational and commercial use and access;

prevent damage to the facilities; protect health and safety; and reduce nuisance issues. Commercial use of the facilities will still need city council permission. Tighter controls on vehicles using the wharf have also been proposed. Korako gets campaign under way at event in Ferrymead NATIONAL PORT Hills list MP Nuk Korako launched his election campaign on Friday in Ferrymead. Lyttelton actor tackles big role

TOM TREVELLA was a late bloomer when it came to securing his first professional gig as an artist on stage. Trevella, 46, spent his earlier years travelling the world. It wasn’t until the Lyttelton resident returned to the city in his 30s that he met director/ actor Derek Doddington and his theatre career began to blossom. When Doddington founded Top Dog Theatre in 2003, Trevella was one of the first performers to jump on board by starring in Steven Berkoff’s gritty drama West. It was at Top Dog that Trevella was spotted by The Court Theatre’s artistic director Ross Gumbley, who gave him his first professional role in the original play Happy Coupling in 2006. “During my 20s, I did a lot of travelling and got life experience in a way and was able to bring that into theatre . . . it is not something I had a concentrated effort to do, I just sort of fell into it,” he said. More than a decade on, after establishing himself as a regular in the city’s art scene, he will feature in Top Dog’s latest comedy Up ‘N’ Under by

John Godber. Trevella will play the role of ex-professional rugby league player Arthur who bets his life savings he can train a team to beat the undefeated ‘Wheatsheaf Arms’. He said the show is almost a re-staging of Sylvester Stallone’s movie Rocky – but told through rugby league.

Trevella was also one of the first on the scene when the Loons Theatre Trust, now the Lyttelton Arts Factory, was established in 2007. He still performs with the theatre company. He appeared in its first production of The Butler by Joe Bennett, which ended up touring in Islington, London,

for three weeks. Since the February 2011 earthquake, Trevella has seen great changes in the Lyttelton Arts Factory with the establishment of its new building on 1 Sumner Rd. Trevella is one of a limited number in the city who have managed to make theatre their main profession. “I don’t have an expensive house, dog, car, partner or children . . . those are the sort of things a theatre career can’t support,” he said. When he returned home from his travels, Trevella spent several years working in varied jobs in the city before he got his first professional gig. This included driving trams, working at the Christchurch Art Gallery and selling swimming pool chemicals. Trevella said a highlight of his travels was living in New York city for two years, where he learned he is the smallest of the small, a lesson which gave him the licence to be whoever he wanted to be. •Up ‘N’ Under will run at the Lyttelton Arts Factory from July 12-22. The big norfolk pines near Sumner Beach, the magnificent oak trees in the Heathcote Domain, or a native tree in your or a neighbour’s garden? Trees protect the land by holding together banks and cliffs, reducing soil erosion, soaking up rain and reducing stormwater runoff. They provide us with oxygen, filter and absorb pollution, and provide summer shade. Trees make our neighbourhoods more pleasant and big trees which provide a reference point, help create a sense of place. There are regular planting days to help the Port Hills recover from the fires. As the Garden City, Christchurch could also be leading the country with urban planting in our central city and suburbs. Auckland city council

recently launched its ambitious Million Trees’ initiative to plant over one million trees over the next three years. It aims to offset climate pollution and protect stream health and water quality with streambank planting. There are several visionary projects to green our city by planting trees and food crops on former residential red zone and other earthquake

damaged land. The Avon-Otakaro Network has a wonderful vision of re-establishing the original kahikatea forest which once grew in wet soils close to the river, to create an ecosanctuary close to Travis Wetland. The Urban Forest Project is re-generating an unused former school field off Ferry Rd.

The plan is to plant thousands of native trees to encourage native birds and wildlife, and stabilise the land to mitigate against future flooding. The area will be accessible to the public, in a similar way to the Riccarton Bush reserve, with sealed pathways and boardwalks. The Food Resilience Network proposes edible gardens to be planted on redzoned land to improve access to local healthy food. The community driven, Otākaro Orchard Project, recently had a win, reaching its fundraising goal to begin work on their edible garden city vision, by turning rubble into an edible garden to create an urban food hub. These are all inspiring initiatives for greening our Garden City. I hope the city council and Regenerate Christchurch can continue to encourage urban planting projects, and we can perhaps provide a bit of healthy competition to Auckland. It’s another reason why City Care should remain city council owned – to help strengthen our Garden City reputation.

Your Local Views Preparing to help out in a disaster Community preparedness facilitator, Robin Arnold writes about a recent psychological first aid training course residents and groups in Sumner, Redcliffs and Mt Pleasant took part in, so they can offer support to those mentally-affected in the aftermath of a disaster Residents across Sumner, Redcliffs and Mt Pleasant have been putting safety first, training in first aid. Residents and members of Sumner Volunteer Fire Brigade, Neighbourhood Support, and Van Asch Deaf Education Centre gathered for training in psychological first aid recently. Psychological first aid is a ‘humane, supportive response to a fellow human being who is suffering and who may need support’. Since 2002, psychological first aid has been recommended as a key part of the provision of psychosocial support following emergencies and traumatic events, and is

US students pay visit PERSONAL AND community resilience connected families from Sumner together with students and teachers from two United States high schools. Twenty-four families in Sumner played host for a week to 33 students and teachers from Punahou High School in Honolulu and Riverdale School in New York City. There were taking part in a programme about personal and community resilience that was facilitated by Canterbury University’s community engagement hub. It wasn’t all serious though – the group was treated to a beautiful day on the water at Cass Bay with Christchurch Paddleboarding, volcano demonstrations by Sumner resident Ben Kennedy, a morning concert by Adam McGrath and afternoon tea at St Andrew’s College. They also toured social innovation sites that have arisen after the earthquakes such as Gap Filler’s Dance-o-Mat, the Ministry of Awesome’s Coffee and Jam, the Transitional Cathedral, and the 185 Empty Chairs and Earthquake Memorial. Their hands got dirty too, when the group spent an afternoon volunteering at Cultivate Urban Farm, a venture on a

Lyttelton history focus of exhibition LYTTELTON artist Julia Holden’s exhibition on historical figures in the area will be displayed in Canterbury Museum. Lyttelton Redux opened this week in the museum and Holden uses sound, painting, photography, and performance, to tell the stories of historical figures who helped shape Lyttelton. Holden conceived the project primarily as a way of reconnecting people with their town’s very interesting history. This project was created to assist Lyttelton Museum maintain visibility in its community following the loss of its building after the Feburary 22, 2011, earthquake. Working with Lyttelton Museum, Holden identified 23 historical figures who were connected to the area, from early settlers and land surveyors to a landscape artist and prominent suffragette. Lyttelton Redux was launched in November 2016 and the portraits were hung in locations around Lyttelton, associated with either the past or present subjects.

Nel’s epic season continues By Gordon Findlater ANOTHER dominant display from No 8 Dylan Nel helped Sumner to a 28-9 win over High School Old Boys at St Leonards. The South African-born player scored two tries and helped set up another on Saturday. The 24-year-old now has 11 tries for Sumner this season to lead all scorers in the metro competition. Nel’s also running away with the MVP medal race – he has 19 points this season, six more than his nearest rival. After each game, the coaches from both sides will decide on three standout players from the match who are given points towards the end of season MVP award. His accomplishments this season have helped the Martin Dodgson-coached Sumner side to lead section two of the metro competition with two roundrobin games remaining. “He’s got an ability to break tackles because he’s so big and strong, but then he also has a lot of speed for a big guy,” said Dodgson. Nel made the move to Sumner from South Africa to further develop his game and is currently in his third season with the ‘wave’. He led the team with 10 tries last season – a feat he has already eclipsed in 2017.

Sumner face a trip to Belfast on Saturday before their final round-robin game against Linwood at St Leonards.

Cross-country glory for Sumner SUMNER RUNNING Club had a successful outing at the South Island cross-country champs at the weekend. Sumner runners took home a number of titles at the Kennett Cup Steeples at the Old Ascot Golf course, QE II, on Saturday. The juniors led the way at the start of the day with Charlie Bailey (boys 12) and Maddie Sharpe (girls 12) bringing home the club’s first medals, coming first and third respectively. The grade 10 and under race saw a further six medals won. Abi Scott-Douglas and Hero Barretteli continued their recent dominance by winning their age groups, with Lucy Wheeler, Brooklyn Aitken, Amelie Clark and Fred Fitch, who celebrated

his seventh birthday, crossing the line in third place. The juniors also had success in the team events, walking away with four medals. The club’s results did not stop there. The masters 35-39 men’s race saw Sumner dominate the age group and take out the first four spots with David Fitch winning the line honours. Home, Sea & Between JoSH BaSHford The imagery in Josh Bashford’s new body of work was inspired by last summer’s early morning and late evening fishing adventures. Adventures such as heading 40km offshore to fish for Groper off Banks Peninsula, or ducking down to Birdlings Flat for a relaxing evening surf casting on the beach, fishing the Rakaia River or Hurunui river mouth early morning for the elusive Chinook salmon. These places are of great significance for Josh Bashford. They provide him with not only a harvest of fresh kai for friends and family, but also the visual material for his art making. This visual material is sometimes captured on a GoPro camera, but more often it’s caught by simply being physically present in these very special places. It’s the way a bird may move through the air, a sudden glimpse of a fish breaching, or the excitement of hundreds of birds and kahawai chasing after small bait fish along the beach. All this strong imagery settles itself in Josh’s mind and has allowed him to produce this new body of limited edition woodcut prints on canvas.

Mermaids take to the field with Black Ferns IT WAS a big moment for the under-7 Mermaids rugby team when they led the Black Ferns onto the field recently. The Lyttelton team also sung the national anthem with them before the Black Ferns faced off against Australia. Canterbury Rugby offered them the chance to take part. The Mermaids were formed this season and have played many games with very good results.

Coach Ian Rees and managers, Lisa and Chrissy, were thrilled with the opportunity given to the “all girls” ripper rugby team. They believed it promoted girls playing rugby by giving them the chance to proudly represent their Lyttelton Rugby Club. The Black Ferns won 44–17 in the International Women’s Series. They played at Rugby Park.

Trees and Power Lines

The responsibilities of tree owners and Orion under the Electricity (Hazards from Trees) Regulations 2003 Orion New Zealand owns and operates the electricity distribution network in central Canterbury between the Waimakariri and Rakaia rivers and from the Canterbury coast to Arthur’s Pass. Trees touching power lines account for 10-20% of all unplanned power outages on our network. If you see a tree touching a power line, or any other hazardous tree condition, please contact us immediately on 03 363 9898 or 0800 363 9898.

Orion’s tree management programme

This advertisement provides a general notice of the Electricity (Hazards from Trees) Regulations 2003 and the dangers of trees near power lines. More detail on these issues can be found on our website www.oriongroup.co.nz or by phoning us on 03 363 9898.

We currently undertake periodic cutting or trimming of vegetation within the notice zone. The intent of this cutting or trimming is to support safety and reduce the risk of power outages. This periodic cutting or trimming by us does not remove the tree owner’s responsibilities and in the case of fast growing species may not be sufficient to ensure that trees remain outside of the growth limit zone. You will be notified prior to any periodic trimming being carried out and the work will be completed by arborists carrying Orion identification.

The Electricity (Hazards from Trees) Regulations 2003

The regulations set out the responsibilities of electricity line companies and tree owners. The purpose of the regulations is to protect the safety of the public and help to ensure a secure supply of electricity. The regulations: • define safe separation distances between trees and power lines • specifies who is responsible for ensuring clearances are maintained • places potential liability on the tree owner if any damage or accident occurs due to trees touching power lines. (Note that the word “trees” includes all types of vegetation, including shrubs, hedges and climbing vines.)

What are the dangers?

Trees near power lines need to be trimmed or removed for the following reasons: • children like to climb trees and when trees are close to power lines there is a risk of serious injury or death • in severe weather conditions, vegetation can become electrically “live” and may electrocute anyone or anything that touches it • while a tree may not touch a power line in fine weather, branches can bend or break in wind or snow storms, causing serious damage and possibly prolonged power outages • in dry conditions, electrical sparking caused by branches or windblown debris on lines may cause fires.

Orion’s tree management programme is largely governed by the Electricity (Hazards from Trees) Regulations 2003. Our programme involves education, monitoring and the cut/trim or removal of trees that threaten to come into contact with power lines. Through this programme we work with tree owners to minimise the risk of their trees touching power lines.

If Orion becomes aware of a tree which is within the ‘Notice zone’ (see Tree “A” in the diagram below) then we are required to issue the tree owner with a Hazard Warning notice. For trees within the ‘Growth limit zone’ (see Tree “B” in the diagram below) we are required to issue the tree owner with a Cut or Trim notice.

What is a hazard warning notice?

If a tree is within the “Notice zone” (see Tree “A” in the diagram), we are required to issue a hazard warning notice to the tree owner.

Minimum distances required between trees and power lines

The minimum distances that must be maintained between trees and power lines, defined in the regulations, are outlined in the diagram to the right. A common sense approach, by tree owners trimming trees early, will generally prevent trees touching power lines.

To maintain a safe distance from power lines some trees require cutting or trimming more frequently than other trees, but if it is determined that cutting or trimming cannot satisfactorily meet the requirement then removing the tree is recommended. Other situations may require trees to be felled because they are at a distance that is considered to be a hazard due to falling during storms or being diseased.

1) These distances are from the power line, not the power pole 2) These distances are a minimum and apply in all conditions including high wind or snow 3) In most instances the power lines that go to a house or building are low voltage power lines. Power lines that go down a street may be low or high voltage.

A hazard warning notice alerts the tree owner that the tree has encroached the notice zone and that if it encroaches the “Growth limit zone” (see Tree “B” in the diagram) a cut or trim notice may be immediately given to the tree owner (see above).

Trimming trees near power lines

Trimming trees near power lines can be extremely hazardous and the dangers should not be underestimated. Contact with a power line can cause: • • • • • •

injury or death to yourself, family or passers by injury or death to livestock damage to property and other trees damage to electrical appliances damage to power supply facilities damage to third parties.

We recognise that the public is not always experienced in tree trimming, so we are happy to advise you on this. We can arrange for trees near power lines to be trimmed at your cost. If, however, you prefer to arrange your own tree trimming, we recommend you hire professionals with the necessary expertise and safety procedures to competently carry out this work. If you or someone working for you intends to work within 4 metres of power lines, a close approach consent is required from Orion before you start. As a tree owner you may be liable for any damage caused by carrying out trimming or felling of trees.

The growth limit zone is the area around a power line which trees must not encroach even in windy or snow conditions. The notice zone is a distance one metre beyond the growth limit zone.

What is a cut or trim notice?

If we become aware that a tree has encroached on the “Growth limit zone”, we will give notice in writing to the tree owner that the tree must be cut or timed to maintain the distances prescribed in the regulations, and the timeframes for action. If no action is taken Orion may then trim the tree and seek to recover costs.

Who pays for the cut or trim?

Orion is responsible for the first cut of trees near power lines, where the first cut is on a property basis, not owner basis. We have already met this obligation by completing a first cut of vegetation on all our lines. The tree owner will need to organise and pay for any subsequent and future cuts or trims. We are happy to provide tree owners with a list of approved arborists who can carry out this work, and also advise the best solution given the circumstances.

What fines can be imposed?

A tree owner commits an offence where a cut or trim notice is given, and without reasonable excuse, the tree owner fails to have the tree cut or trimmed and/or fails to advise us of the time and location of the cut or trim. A person who commits such an offence is liable on summary conviction to a fine not exceeding $10,000. If the offence continues, that person is also liable for a further fine of not more than $500 for every day or part day during which the offence continues.

Power line monitoring by helicopter in your area On Tuesday 11 July and Wednesday 12 July, Broadspectrum will be using a low-flying helicopter to carry out routine aerial surveys around around some power lines on the Orion network. This line monitoring exercise is carried out every two years and is part of our maintenance programme.
